This film is either a serious satire on the encroachment of violence into everyday American life, the absurd over-reactions of the authorities to any infraction of their vision of the American Dream, the push-pull anaesthetising and goading of a generation through the over-diagnosis of mental health problems and the transformation of community retail into malls-as-mildly-sanitised-police-states, or it’s one of the most offensive, unempathetic, and irresponsible films ever made.

Considering who's involved, I would have to believe that it's the former.
Only saying this because while these guys certainly haven't hit home runs on every film, they certainly have a good sense of humor it seems, and therefore surely have some self-awareness about the kind of film they're making.
I haven't seen the film, but good or bad (I suspect bad), I really have to believe that they were trying to make the film you describe at the start. At least that's what I want to believe.
